Ukraine's leader Volodymyr Zelenskyy asserted during his visit to Washington that Vladimir Putin's decision to seek negotiations with Donald Trump indicates the Kremlin is feeling pressure. He remarked, "We can already see that Moscow is scrambling to resume conversations as soon as it hears about Tomahawks." These remarks referred to recent musings about providing long-range missiles to Ukraine.

Political Developments and Global Responses

A former American diplomat, Dan Fried, commented, "The Russian leader is trying to disrupt the momentum toward greater pressure on Russia." Fried continued, "We'll see on Friday, but the chances of moving toward a ceasefire by pushing Moscow to engage sincerely appear to have decreased."

The development came after Trump had in recent days been strengthening his rhetoric toward Russia until Thursday's conversation with the Russian president, which the Russian government characterized as "highly open and constructive."

EU Energy Sanctions and Market Impact

EU authorities have set a mandate for fuel suppliers into the EU to prove their fuels are not made from Russian crude, as stated in a official guideline published on Thursday. This step is part of the European Union's forthcoming prohibition on purchases of fuels made from Russian crude, which forms part of its 18th restrictive measures against Moscow over its military actions in the region.

Financial experts noted that investment patterns appeared to be factoring in the potential end of Indian imports of Russian crude. Several Indian refiners are getting ready to cut Russian oil imports, with expectations of a phased reduction, as reported by sources knowledgeable about the situation.

"This is a favorable turn for the crude oil price as it would remove a major buyer of Russian oil," said a market analyst, noting that crude values were steady on Thursday.

Military Developments and Infrastructure Strikes

A massive Russian drone and rocket attack hit energy infrastructure in eastern Ukraine on the same day, resulting in outages in multiple areas. Ukrainian officials stated that Russian forces deployed numerous of unmanned vehicles and many of projectiles, along with aerial munitions.

"During this fall, the Russians use every single day to attack at our energy infrastructure," said Volodymyr Zelenskyy, adding that attacks impacted the areas of Chernihiv, Kharkiv, central Ukraine, Sumy and Vinnytsia.

Global Political Responses

Ukraine's representative to Washington, the Ukrainian ambassador, asserted that Moscow demonstrated its real attitude to negotiations through the "violence" of such strikes. Kallas announced a "plan" to get ready for possible conflict by the end of the decade, including a new anti-drone system to be completely functional by the end of 2027.

This initiative, dubbed the "European drone defence initiative," is projected to begin working in its first phase by the end of 2026 and be fully functioning by the end of 2027. EU authorities hopes to obtain the support of member state representatives at a meeting in the coming days.
